Scott D. Boling

Director of Construction

Mr. Boling began his career with Black & Veatch Engineering and joined Brown & Root Environmental / Tetra-tech Environmental working his way up to Senior Operations Project Manager. Mr. Boling joined Federal Constructors in 2000 as head of our Construction Management department. Mr. Boling is experienced with both lump sum IFB/RFP and Task Order construction delivery and has successfully managed more than 100 delivery orders on master contract agreements for multiple government agencies over two decades. Mr. Boling’s expertise includes a wide range of construction industry design and construction, ranging from environmental remediation to historic restoration to process design to new construction and renovation. Mr. Boling is experienced in proactive resolution of project challenges and he currently serves the Veterans Administration as a construction excellence peer for the Veterans Affairs Construction Excellence Program and serves GSA as a peer for the Design Excellence Commission for the Office of the Chief Architect. Mr. Boling has been recognized for more than 12 consecutive years with an annual safety award from the Associated General Contractors of America.

Kenneth R. Hunter

Director of Estimating

Mr. Hunter has experience with design, estimating and management of federal and commercial construction projects for more than four decades. His experience is broad, spanning schools, hospitals, retail grocery stores, US postal facilities and multifamily housing across the nation. After a successful decade with a major department of defense military family housing builder in North Carolina, Mr. Hunter returned to Oklahoma to be near family and joined Federal Constructors to lead our estimating department. Mr. Hunter’s experience with thousands of projects of varying complexity and type across the United States is an invaluable resource for Federal Constructors customers

Robert K. Cooley

Managing Member

After several years working for an ENR Top 400 firm in Southern California, Mr. Cooley joined Federal Constructors in 1990 and became Federal’s President in 1998. Mr. Cooley is one of two founding National Co-Chairman of the Associated General Contractors of America Construction Leadership Council (Young Constructors Forum), has served on several AGC National Committees and served as one of the youngest appointed Directors on the Board of AGC of America. Mr. Cooley currently serves as a peer for the Veterans Administration Veterans Affairs Construction Excellence Program and has served on the Design Excellence Commission for the GSA Office of the Chief Architect since 2000. Mr. Cooley has also served the Oklahoma State University School of Engineering, Architecture and Technology Construction Management Industry Advisory Board for more than twenty years.
